was the bet not large enough or just a donk with a lot of chips

When you're playing in tournaments, you'll often become short-stacked like this so it's important to know how to handle these situations.

You have 11.5 Big Blinds, or an M number of less than 4. This means any raise you make is going to be a huge portion of your stack, so you're basically committing yourself to the pot.

When you've got so few chips relative to the blinds, stealing the blinds and antes is a crucial way of building your stack back up, which you should be doing with a wide range of hands when it's folded to you on the cutoff.

Your best play here is to simply move all in preflop. This might look scary to the villains, but don't forget that most of the time when you move all in in this situation, you'll have a much weaker hand that would like it if the remaining opponents all folded. Therefore you should play your strong hands like KK and weaker hands in the same way, by simply moving all in.

Of course the call by villain 1 is terrible and he got lucky. All you can do is make the best decisions you can and you can't control how the cards fall!
